War brings out the best and the worst in people. I am certain that the current conflict brings out more good from the Israeli army because of the superior training the soldiers receive compared to that of their opponents.
Atrocities occur in ALL wars. A direct correlation exists between the number of atrocities committed and the formal training that unit received. The more training, the fewer atrocities. HAMAS does not have a well-trained force.
Few well-trained units enjoy combat involving non-combatants. They prefer a standup fight, may the best live. They also prefer to play by the accepted rules, as they generally would like to survive the war if they are unlucky enough to be in a position where they have to surrender.

I wonder why you are not asking Hamas the same question. They are the one using children as human shields.
